Chin Loon is currently the Senior Director of the Cyber Security Group (CSG) and Government Chief Information Security Officer (GCISO) in GovTech. CSG secures Government info-communications technology and smart systems, develops the public sector’s resilience, and partners the cybersecurity ecosystem against cyber threats to the Government. The group serves as the Centre of Excellence to provide cybersecurity governance supported by consulting practice in addition to resilient monitoring of security events with robust incident response capabilities. He also oversees the CISO deployed to all government ministries of Singapore.
He has over 27 years of experience in the technology industry after retiring from the Singapore Navy, where he held key appointments, including as Commanding Officer of a naval ship. |

Prior to joining UOB, he worked in various leadership roles with Standard Chartered Bank, British American Tobacco and PricewaterhouseCoopers .
Murari has taken on international and regional industry leadership and advisory roles and spoken at conferences and specialist forums in Asia Pacific. He currently serves as a Senior Industry Advisor for SPARK (CIO Academy Asia) and is a member of the Association of Banks Singapore Standing Committee on Cyber Security, the Advisory Panel for Cyber Youth Singapore and the Singapore Institute of Directors. Dr. KANG Meng-Chow

Meng-Chow has been a practicing cybersecurity professional for 30+ years with field experience spanning from technical to management in the various cybersecurity and privacy risk management and assurance capacities in both public and private sectors, including the Singapore government, major multinational financial institutions, and global technology and security providers.
Since 2014, Meng-Chow has also been an Adjunct Associate Professor with the School of Computer Science and Engineering at the Nanyang Technology University in Singapore. He was appointed as a Smart Nation Fellow (Cybersecurity) of the Singapore Government Technology Agency in Oct 2022, a member of the Monetary Authority of Singapore’s International Cyber Security Advisory Panel since 2019, a member of the Ministry of Health Healthcare Cyber Security Advisory Panel since 2020, and a member of the ISC2 Asia Advisory Council since 2018. Meng-Chow has also served as Board Director for ISC2 (2015-2017), Convenor for ISO/IEC SC27 Working Group 4 (Security Control and Services standardization) (2006-2012), an Associate Rapporteur for ITU-T SG 17/Q6 on Cybersecurity (2004-2008), Chair for Singapore Security and Privacy Technical Committee (1998-2007) and Cloud Security Working Group (2012-2021), and co-Founder and co-Chair of the Asia Regional Information Security Exchange (RAISE) Forum (since 2004). |
Garion KONG

Garion is an information technology and security professional with over 20 years’ experience leading the IT governance, management and information security for SMEs and regional offices of MNCs in Asia. He is currently the Manager, Technical Services (APAC) for a software analytics company leading the Technical Services for the Asia Pacific region as well as oversees the internal IT governance, IT operations and information security vulnerability management for the regional offices in Asia. Prior to his current role, Garion was the head of IT for a catastrophe risk modelling and research company.
Garion has a Bachelor of Science (Hons) in Business Information Technology. His current area of interest is in integrating information security with technology and businesses and holds several IT security certifications. Garion is a certified quality professional with CQI, ISO/IEC 27001:2013 Lead Auditor and a certified Chief Information Security Officer (C|CISO). Garion is the current term President for the (ISC)2 Singapore Chapter, a volunteer Career Advisor with Workforce Singapore (WSG) and a co-opted EXCO observer member with Tech Talent Assembly (TTAB). |
Dr. Hing-Yan LEE

Dr. Hing-Yan LEE is Executive Vice President (Government Affairs) at Cloud Security Alliance (CSA). He has 30+ years of ICT working experience in both the public and private sectors. He was previously Executive Vice President for APAC and global director of the CSA STAR program. Before that, he was Director of National Cloud Computing Office at the Infocomm Development Authority, where he was responsible for developing the cloud ecosystem, promoting cloud adoption by government agencies and private sector enterprises, and building a trusted environment (including developing Multi-Tier Cloud Security standards and Cloud Outage Incident Response guidelines).
He was Deputy Director of National Grid Office at Agency for Science, Technology & Research, Principal Scientist at the Institute for Infocomm Research, Director of Knowledge Lab and Deputy Director of Japan-Singapore Artificial Intelligence Centre and Deputy Director at Information Technology Institute (the applied R&D arm of National Computer Board). He supervised industry collaborations and applied R&D in machine language translation, spoken language dialogue, expert systems, knowledge discovery, data mining, data visualization, and other knowledge-driven efforts at the Kent Ridge Digital Labs. Hing-Yan is a Fellow of Singapore Computer Society. He graduated from University of Illinois at Urbana-Champaign with PhD and MS degrees in Computer Science. He studied Computing and Management Science at Imperial College. |
Dr. Daisuke MASHIMA

Dr. Daisuke MASHIMA is a Principal Research Scientist at Illinois at Singapore Pte Ltd where he leads a cyber-physical systems security research team under multiple government-funded projects. He also serves as Adjunct Assistant Professor at National University of Singapore. Previously, he was a member of the research staff at Fujitsu Laboratories of America, working on security and privacy in smart energy systems. He received his PhD degree in Computer Science from the College of Computing, Georgia Tech in 2012.
His research interest spans over critical infrastructure cybersecurity, industrial control systems security, network security, smart grid, smart nation, and application of digital twins for cybersecurity. He was/is involved in the organizing committee of multiple international academic conferences held in Singapore, including IEEE SmartGridComm 2022, IEEE PES ISGT Asia 2022, and ACM AsiaCCS 2024. |

Jim is the President of Reavis Consulting Group, LLC, where he advises security companies, governments, large enterprises and other organizations on the implications of new trends such as Cloud, Mobility, Internet of Things and how to take advantage of them. Jim founded SecurityPortal, the Internet’s largest website devoted to information security in 1998, and guided it until a successful exit in 2000. Jim has been an advisor on the launch of many industry ventures that have achieved a successful M&A exit or IPO. Jim is widely quoted in the press and has worked with hundreds of corporations on their information security strategy and technology roadmap. Jim has a background in networking technologies, marketing, product management and systems integration. Jim received a B.A. in Business Administration / Computer Science from Western Washington University in 1987 and formerly served on WWU’s alumni board. Narudom is active in the Cloud Security Alliance (CSA) as APAC Research Advisory Council Member and Co-Chair of the Hybrid Cloud Security Working Group. He also has a significant contribution to the OWASP Thailand Chapter. |

TAN Chee Wee is the Executive Director of Advocacy & Policy Division in Singapore Business Federation (SBF).
Chee Wee leads in advocating for the interests of the Singapore business community in areas such as trade, manpower, innovation and industrial relations. He works with trade associations and chambers, government, private sector players and institutes of higher learning to spur capability building in businesses in digitalisation, industry 4.0 and business transformation. He has also spearheaded efforts in helping to resolve long-standing issues on fair tenancy and platform workers’ financial and welfare protection. Prior to joining SBF in April 2020, Chee Wee spent more than 20 years in the Singapore public service with the Infocomm Media and Development Authority in various leadership roles, like Director (Corporate Planning & Research), Director (Digital Literacy) and Head (Singapore Film Commission). |
Emil TAN

Emil is the Chief Operating Officer of the cybersecurity talent development company Red Alpha. He took up the role of Chair of the Asia Council in December 2021, working with the council to support members and helping to shape CREST's strategy in the region.
Emil founded and runs Singapore's largest cybersecurity community group, Division Zero (Div0); he worked for the Infocomm Media Development Authority (IMDA) and was seconded to the Cyber Security Agency of Singapore (CSA). He is also Chair of Singapore's Cyber Youth Singapore (CYS) and is a co-founder and permanent member of the Global Cybersecurity Camp (GCC), an Asia-Pacific talent development programme. |
Jenny TAN

Jenny currently leads a global internal audit practice, including IT audit, with a global real estate cum fund management MNC. Jenny is the former PwC Risk Assurance Partner where she led the IT Audit & Advisory and Business Resilience Practices. She was PwC Singapore’s CIO and DPO. Jenny is the winner in 2022 Top Woman in Security (SG & ASEAN) and recipient of 2022 Women Program of the Year Award (Asia), 2021 Women in IT Outstanding Contribution Award (Asia) and 2021 SG 100 Women in Tech Award. She has also received the Top 20 Cybersecurity Women in Singapore, 2020 award.
Outside of work, Jenny volunteers heavily in the technology community space where she actively promotes technology (including cyber) awareness and adoption to both the business and IT professionals and organizations. She is the President of ISACA SG Chapter. Jenny spearheaded the ISACA’s SheLeadsTech programme in Singapore in 2019 and has since framed the programme as a cross-border female leadership experience &; knowledge sharing platform. Jenny has also pioneered the Conversion Programme to achieve private-public-nonProfit objectives of bringing more women into the tech workforce. Her effort paid off as she is recognized by ISACA Global as one of the four 2021 Outstanding Chapter Leader Award global recipients and SLT Programme has also won her two international Ally of the Year 2002 Awards i.e. Best Program (International) and Best Contributor (Asia). Minister for Communications and Information, Josephine Teo, has also recently commended the Conversion Programme at the Cybersecurity Awards 2022 event. She currently serves as Audit Committee Member with Singapore University of Technology & Design and National Institute of Early Childhood Development. |
Veronica TAN
Director, Safer Cyberspace, Cyber Security Agency of Singapore

Veronica is driving the Safer Cyberspace portfolio in the Cyber Security Agency of Singapore. Her areas of work include leveraging national-level infrastructure to enable cybersecurity “by default” for the wider cyberspace, as well as developing technology programmes to raise the cyber resilience of enterprises in Singapore.
Veronica takes an active interest in emerging technologies such as web3 and the metaverse. She is a fellow with the Singapore University of Social Sciences and volunteers, on a pro-bono basis, as a resource person to support the university’s Fintech teaching and research activities. Before joining the public sector, Veronica was in a network engineering role in a leading ISP. Outside of work, Veronica also finds time to participate in university mentorship programmes to help students unlock their potential and progress in their professional development. |

Onn Chee is CEO of Rajah & Tann Cybersecurity, Technical Director of Rajah & Tann Technologies, Managing Director in Infotect Security and CTO of Resolvo Systems. His areas of expertise include information leakage protection, web/cloud security and security strategy. Onn Chee is also one of the co-inventors for at least six international PCT patent rights (http://www.wipo.int), besides several US, EU and Singapore patents.
He had published his works in the area of information leakage protection and application of evidence laws when designing IT systems in the ISSA Journal (Information Systems Security Association). Similarly, he had been a contributor to the Center of Internet Security (CIS) security benchmarks. ZOU Feng (CISSP-ISSAP, CISA) has been working in IT for 20+ years with strong technical background and broad experience in heterogeneous system and multi-culture environment. Starting as Communication Engineer in ICBC, Feng had taken different roles including Support Supervisor, Regional Network Manager, Senior Security Manager in different industry.
His main responsibilities are including designing, engineering, and implementing security technologies, providing security strategic input, design and vision for board and so on. Since 2017, Feng has been working with Huawei Cloud to provide management oversight for the all the aspects of maintain cloud service security and continuously evaluate cloud security capability to cope with the new emerging threat. Top Threats in Cloud Computing - The Pandemic Eleven Victor CHIN (Member, CSA Top Threats Working Group) CSA recently published its annual report on cloud security top threats for 2022, entitled “Top Threats to Cloud Computing—Pandemic Eleven.” The CSA Top Threats Working Group surveyed over 700 professionals on security issues in the cloud industry to create the report. Importantly, the survey shows broad recognition that the cloud customer is increasingly responsible for security rather than the cloud service provider (CSP). In the “shared responsibility” model, the CSP is responsible for the security of the underlying infrastructure, and the customer is responsible for the security of everything they put in the cloud, such as their data, workloads, and applications. |

Virtual Testbed for Smart Grid Cybersecurity Experiments & Training Dr. Daisuke MASHIMA (Principal Research Scientist, Illinois at Singapore Pte Ltd) Fighting against cyberattacks is at the forefront of many research expeditions, especially regarding critical infrastructures such as power grids. However, a universal issue is not having a way to experiment with attacks in a hands-on way in a realistic environment. To address this challenge, a virtual testbed, also called a cyber range, has been attracting attention. In this talk, we first discuss recent outcomes in the smart grid domain. We then introduce our ongoing R&D effort to develop a turn-key, cloud-based framework for automated generation and provisioning of a smart grid cyber range according to user-defined models. |

Panel Discussion : Concentration Risks in Cloud Computing - What You Should Know Concentration risk is a banking term describing the level of risk in a bank's portfolio arising from concentration to a single counterparty, sector or country. The risk arises from the observation that more concentrated portfolios are less diverse and therefore the returns on the underlying assets are more correlated. Concentration risks are based on the sources of the risk. Concentration risk can arise from different aspects in cloud computing adoption.
