Mok KHEMERA

Mok is currently the Director of E-Government Department, Ministry of Posts and Telecommunications. He promotes public service provision through the use digital technology such as establish websites for
government ministries and agencies at the first stage. He prepares transformation plan and strengthening capacity for government CIO and also initiated the establishment of e-Government masterplan, e-government framework, and promote the development of digital key enablers to support the sustainable of e-government development. |
Dr. Hing-Yan LEE
EVP APAC, CSA

Hing Yan LEE is Executive Vice President, APAC at the Cloud Security Alliance (CSA). He has over 30 years of ICT working experience in both the public and private sectors. He was global director of the CSA STAR program for 6 months in 2017. Prior to that, he was Director of National Cloud Computing Office at the Infocomm Development Authority (IDA) for 9+ years, where he was responsible for the national program for, inter alia, developing the cloud ecosystem, promoting cloud adoption by government agencies and private enterprises, and building a trusted environment (which included developing the Multi-Tier Cloud Security (MTCS) standards and Cloud Outage Incident Response guidelines).
He was previously Deputy Director of National Grid Office at the Agency for Science, Technology & Research (A*STAR), Principal Scientist at the Institute for Infocomm Research, Director of Knowledge Lab and Deputy Director of Japan-Singapore Artificial Intelligence Centre at the Kent Ridge Digital Labs as well as Deputy Director at Information Technology Institute (the applied R&D arm of the National Computer Board). He oversaw and managed industry collaborations and applied R&D in machine language translation, spoken language dialogue, expert systems, knowledge discovery, data mining, data visualization, and other knowledge-driven efforts. Hing Yan co-founded two high-tech companies in 2000 and is a technology advisor to a fintech start-up. He was an adjunct associate professor at the National University of Singapore, served on the School of Digital Media & Infocomm Technology Advisory Committee at the Singapore Polytechnic, Engineering Accreditation Board team member (2014), co-chair of the National Infocomm Competency Framework Technical Committee on Cloud Computing as well as a member of the Cloud Computing Standards Coordinating Task Force of the Singapore Infocomm Standards Committee (ITSC). He was also a member of the NatSteel Corporate R&D Advisory Panel, an advisor/member to the Singapore National Archives Board, and the Australia-Singapore Joint ICT Council. Hing Yan is a Fellow and former VP of the Cloud Chapter in Singapore Computer Society. He is active in the ITSC working group on MTCS revision, and SingAREN Lightwave Internet Exchange (SLIX 2.0) Steering Committee. He has also undertaken consultancy and research reviews for the governments of Finland, Israel, Malaysia and Singapore as well as cloud service providers. |
Nipaul LONG
CTO, PlasGate Co., Ltd.

Currently the CTO of Plasgate Co., Ltd, Nipaul has graduated from Institute of Technology of Cambodia in 2006 and then been studied one year in France (2007) and 2 years in Belgium (2010 - 2012).
As a professional path, he was a lecturer of IT at Institute of Technology of Cambodia for 3 years since 2007. He was also project manager at Khmerdev from 2012 - 2014.

Ekta MISHRA
APAC Membership Director & Country Manager - India, CSA

Ekta has been with CSA for over six years. As APAC Membership Director, she is responsible for customer relations with APAC corporate members, assuring that members understand and utilize their membership benefits. As India Country Manager, she is responsible for managing CSA’s business within India. She also looks after the engagement with members, partners, chapters and other strategic alliances in country. She strengthens CSA influence and presence in APAC through managing over 30 Chapters in the region primarily focusing on providing the various support system and tools for strengthing the Chapters engagement. Ekta also manages the CCSK Training in the APAC region and has been actively leading various regional events in India.
Ekta has completed her MBA in marketing from S.P Jain School of Global Management- Singapore and Dubai. |
Ou PHANNARITH
Director of ICT Security, Ministry of Post and Telecommunications (MPTC), Cambodia

Mr. Ou Phannarith is the Director of Information and Communications Technology (ICT) Security of Ministry of Post and Telecommunications (MPTC) of Cambodia. He is the former Head of the National Cambodia Computer Emergency Response Team (CamCERT). He had been involved in the development of Cybersecurity, ICTs and related regulations in Cambodia for the last 13 years.
Mr. OU Phannarith is one of the well-known cybersecurity experts in Cambodia and the region. He has been invited to present in global conferences, forums, and seminars and he was awarded in Information Security Leadership Achievements (ISLA) in 2016 by (ISC)2 and in December 2012 as one of the top 10 Chief Information Security Officers (CISO) in ASEAN by the International Data Group (IDG). Mr. OU has been the research fellow at Center for Inclusive Digital Economy, Asian Vision Institution (AVI) and the visiting professor at Kirirom Institute of Technology (KIT) specializing in Cybersecurity. He is also the founder of the first cybersecurity awareness website (www.secudemy.com) and also the founder of Cyber Youth Cambodia, the community dedicate to the Youth who are willing to engage Cybersecurity as a career. |
Dr. SANG SINAWONG

Dr. SANG SINAWONG, is currently an Under Secretary of State of the Ministry of Post and Telecommunication and Head of Working Group on Drafting Cybersecurity Law. His previous appointments were Deputy Secretary General of General Secretariat of the Royal Government of Cambodia (2015-2018), Deputy Secretary General of Economic, Social and Cultural Council (ECOSOCC), Office of the Council of Ministers (2014-2015), Deputy Director General of ICT General Department, Ministry of Post and Telecommunication (2014), Deputy Secretary General of National ICT Development Authority (NiDA) (2012-2014), Deputy Director of ICT Policy Department, NiDA (2006-2012), Head of ICT Policy, NiDA (2002-2006).
He received his Bachelor’s degree in Computer Sciences &Engineering from Royal University of Phnom Penh in 2001. In 2003, he also obtained another Bachelor’s degree in Economics from Royal University of Law & Economics. In 2006, he got his Master’s degree in Business Administration (MBA) from Charles Sturt University, Australia. In 2010, he received his Ph.D. in Engineering from Seoul National University, Republic of Korea. He also has attended in some several short training courses such as Spectrum Management Training Sequence, USA (2019); Cybersecurity and ICT Policy Sequence, USA (2017); e-Government Leadership, Singapore (2016); Developing e- Government Strategies, Singapore (2015), IT Policy Making and Implementation, Japan (2010). |
